The point is that as the card is paid for directly from the user's payroll, it can only be granted to those people who have this benefit or are still in their job. 

Prepaid Credit Card

A good option for anyone is a prepaid credit card, as the only requirement for acquiring one is a valid CPF number. 

The way this type of card works is very similar to a debit card. When you apply for your prepaid card, the limit you have available will be based on the amount you top up the card with, so that this amount is available to be used as credit. An example: if you have R$500.00 to top up your prepaid card, when you make this deposit, you have R500.00 to use as you wish through credit. 

However, the only difference is that the amount will not be charged the following month, but exactly when the purchase is made. If you order an Uber, pay for an Ifood order or even make an online purchase that only allows credit transactions, you can do so without any problems if you have an available balance. 

The disadvantage of this type of card is that it doesn't allow purchases to be paid in instalments, as the institution won't know if you'll have the limit paid in instalments in the coming months. 

However, it is very interesting to be able to organise your finances and set a fixed amount that you would be willing to use for certain purchases.
